EMS Consultants, Ltd. was created in 1989 to provide Reimbursement & Management Consulting as well as Billing Software for ambulance providers. Statewide marketing of the billing software began in Georgia in December 1989 with the first multi-user (Local Area Network) version installed in October. By January 1991 marketing was expanded to the eight southeastern states. With our recent expansion our marketing territory now includes all 35 states in the Eastern and Central time zones. The EMS Consultants Ltd Billing Software was the first EMS Billing Software to transmit electronic ambulance claims to Medicare (and Medicaid where accepted) in the eight Southeastern states. Our software had been transmitting National Standard Format (NSF) since acceptance by Medicare and now transmits in the new federally required ANSI (HIPAA) format. We have over to 200 ambulance services using some or all four of our software products throughout our original marketing area.

EMS Consultants Ltd now provides a full line of EMS software products designed specifically for the ambulance industry. Our products include our ART (Automated Run Tracking a field trip reporting software), Billing, Collections (to collect your bad debts) and Dispatch software, all of which are fully integrated with each other. In addition to our software products EMS Consultants Ltd offers a full range of EMS consulting and legal services including EMS management and system design consulting, reimbursement consulting, representation in Medicare overpayment and audit hearings and a full range of EMS legal services. We also offer outsource billing service, providing our ART software free to our billing clients so that they may electronically transmit their billing data to us daily as well as get QA and state reporting capabilities from the ART system at no charge.

Our founder and President, Richard A. Tibbetts is a Georgia paramedic with over 30 years in ambulance service experience, including 18 years as the owner and chief operating officer of a 911 Service in a community of 60,000. As president of EMS Consultants Ltd., Rick has represented five state Ambulance Associations as their Medicare consultant, successfully negotiated with Medicare Carriers to increase statewide Medicare reimbursement rates (Inherent Reasonableness) in four states, successfully conducted Overpayment and Audit Hearings on behalf of hundreds of ambulance services, prepared bids for and assisted many County Governments with EMS system design and sat on two CMS committees. Rick currently writes all software specifications, handles all Medicare Overpayment Hearings, handles all EMS system management and design consulting, often speaks to state associations and conducts ambulance reimbursement seminars.

Christopher Kelly Esq. VP of Legal Services is the newest member of our team. Chris is an Attorney licensed to practice in Federal Court who specializes in the ambulance industry. Chris has successfully represented many ambulance services in Medicare and other EMS related issues. The addition of Chris brings us the legal expertise and the opportunity to expand services to our clients.
